Edwin Noel Bell Edwin Noel Bell passed away Monday, February 5, 1996, at the age of 88 in The Woodlands, Texas. Mr. Bell was born October 1, 1907, in Ethel, Mississippi, to Frank. and Dora Ray Bell. He graduated from high school in Ethel, serving as president of his senior class.

He attended Delta State University and moved to Port Arthur, Texas, on July 1, 1930. He worked in banking and was admitted to the State Bar of Texas on April 17, 1939. Mr. Bell entered the U.S. Army May 15, 1942.

He served as a First Lieutenant, Quartermaster Corps, during World War II and spent 27 months in the China-BurmaIndia theatre of operation. 1 In addition to his regular duties, he served as Trial Judge Advocate of two military courts and as defense attorney for the ChinaBurma-India Reclassification Board for Officers. Upon his discharge from the Army on January 7, 1946, he opened a private law practice in Anderson and Navasota, Texas. He was appointed an Assistant attorney, General of Texas under Price Daniel 1947, and served in that capacity for 5 years. He then became associated with the law firm of Baker and Botts in Houston.

His specialization was in transportation law and he traveled extensively to present cases before the Interstate ComCommission and the Texas Railroad Commission. He retired in 1973. In 1974, he and his wife moved to Huntsville, Texas. He was appointed Huntsville Municipal Court Judge in 1977 and served in that capacity for two years. Mr.

Bell was an Elder in the Shiro Presbyterian Church and served many years on the Board of the Shiro Cemetery and as president of the Red Top Cemetery Association. He was a member of American Legion Post 95, past vice president of the Huntsville Kiwanis Club, a 50 year member of the State Bar of Texas, member of Houston Bar Association, and the Huntsville Bar Association. Mr. Bell was preceded in death by his parents, Frank and Dora Ray Bell; brother, Alvin Timms Bell; half brothers, Grover, Wiley and Walter Bell; half sister, Lois Bell Whitmire, Lorena Bell, Nora Bell Dean and Mable Bell; brother-in-law, Vernon Gibbs Callaham; and his beloved wife of 47 years, Dorris Callaham Bell. He is survived by his daughter and son-in-law, Patricia Jane Bell and Joe Boyd Henderson Jr.

of Huntsville, Texas; grandchildren, Joe Boyd Henderson III (Trey) of Houston, Aynsley Bell Henderson of Austin, and Gibbs Callaham Henderson of Nashville, Tennessee. Other survivors include his brother and sister-in-law, Frank Dewitt Bell and Doris Bell of Jonesboro, Arkansas; sister-in-law, Sarah Bell of Manilla, Arkansas; a number of nieces and nephews in Mississippi, Arkansas, Georgia and California. Mr. Bell was an avid fisherman and sportsman. He will be remembered for his wit and good humor, his keen intelligence, his pride in his grandchildren, and his love and devotion to family and friends.

Services will be Wednesday, February 7, 1996, at 3:00 p.m. at the Shiro Presbyterian Church in Shiro, Texas, which was founded in 1853 by his wife's family. Burial will be at Red Top Cemetery. Reverends Carroll L. Pickett and Stephen Rehrig will conduct the services.

Pallbearers will be Mr. David Lee Callaham, Mr. R.T. McCool, Dr. Stephen Earl Davis, Mr.

Homer Charles Neason, Mr. Lawrence Mays Henderson, Mr. Donald Slayton, and Mr. Clayton Wayne Todd. Honorary pallbearers will be Mr.

Carl Oscar Berglund, Mr. J. Philip Davis, Mr. John Luke Franklow, Mr. Homer C.

Following his service as an Army 1st Lt. during the denreran War, Tom joined Connecticut Life Insurance Company from which he retired in 1984 as manager of their Houston office. Tom was preceded in death by his son, Curtis James Gaylord.

His survivors are his wife, Jean Gaylord Hills of Lakeway; sons, Thomas D. Gaylord and wife, Melanie of Houston, Mark A. Gaylord and wife, Mari of Denver, Colorado, David B. Gaylord and wife, Sheila of Katy, Texas, and Donald B. Gaylord and wife, Tina of Cypress; daughter, Sally A.

She was born Newark, on April 26, 1901. She was the only child of Ada and I.N. Miller. A few years later the family moved to Decatur, Illinois, where they made home. After she graduated from high school, she spent two years at the University of Illinois at Champaign Urbana.

After which time she enrolled in the Millikin Conservatory of Music at Decatur and graduated in piano. In 1927, Gladys married Neil Allen and they moved to Austin, Texas, where they lived for many years. After his death, she continued her church work at the United University Methodist Church. She was a member of the Fellowship Forum Class, Reader's Guild, Art group, Austin Garden Club, Hyde Park Reading Club, also Texas Federation of Women's Club and a life member of the Capitol District, als a charter member in the Arts in Washington, D.C. and a member of Sigma Alpha Iota.

In 1969, she married Dr. Archie Jones, retired professor of music. He had taught for 10 years in the music department at the University of Texas. He passed away in 1979. Survivors include two sons, Neil T.

Allen of New York City and Jack M. Allen Sr. of Elgin; two grandchildren, Jack M. Allen Jr. of Ft.

Worth and Julie Allen Remboldt of Lampasas; also three great grandchildren, Boone Clayton Allen and Amanda Claire Allen of Ft. Worth and J.J. Remboldt of Lampasas. Funeral services will be held at 10:00 a.m. Wednesday, in the Weed-CorleyFish Chapel.

Burial will be in Austin Memorial Park. Arrangements by Weed Funeral Home, 3125 N. Lamar, 452-8811. Leslie Lee "Red" Lewis Leslie Lee "Red" Lewis was born on November 9, 1917, to Pearl Potter and George Lewis in Decatur, Texas. He died February 5, 1996, in Austin.

Red was preceded in death by his parents, his wife, Robbie Lee Box of Abilene, whom he married on January 22, 1942. He was also preceded in death by one sister, Novia Lewis Goodger, and four brothers, Harry Lewis, George Lewis, Marlin Lewis, and Emmett Lewis. Red is survived by his daughter, Carolyn Sue Lewis Tottenham and sonin-law Terry Tottenham; three granddaughters, Leslie Jo Tottenham, Dana Elizabeth Tottenham, and Jessica Leigh Tottenham, all of Austin; his sister, Ruby Dee Wilson of New Boston, Texas; numerous brothers and sistersin-law; and a number of nieces and nephews. Red was a member of the Methodist church from an early age. After graduating from Decatur High School, he attended Texas University for one year and then transferred to HardinSimmons University on a football scholarship, where he played center on Hardin-Simmons nationally ranked football team.

Graduating in 1941, with a BS in chemistry and mathematics, Red joined the U.S. Air Force where he served as a navigator and taught navigation until his honorable discharge as a Major. After serving his country, he obtained his master's degree in mathematics from North Texas State University. Red taught and coached in numerous Texas schools, including EdCouch-Elsa High School, Decatur Baptist College, Cisco Junior College, and Howard County Junior College. Recognized as one of the nation's most outstanding track coaches, Red successfully coached Howard County Junior College teams to several national championships.

He was named National Junior College Coach of the Year, Head Referee for the Texas High School State Championships, and Coach of the Decade in the 1960's. During his career he served as Dean of Men at Decatur Baptist College and Cisco Junior College, Chairman of the Mathematics Department and Registrar at Howard County Junior College where he retired in 1979. Additionally, he served on the Board of Directors of the Big Spring Education Employees Federal Credit Union. After retiring, Red moved to Midland, where he lived for 15 years before moving to Austin in September 1995 due to ill health. Red will be remembered by his family and friends as a man of unquestioned character and integrity, who positively influenced many individuals throughout his distinguished career.

Funeral services will be held at the Welch Funeral Home in Big Spring, Texas, on Friday February 9, 1996, at 2:00 p.m. Interment will follow in the Trinity Memorial Park. Pallbearers will be Fisher Adams, Marshall Box, Jack Edwards, Hugh Hamm, Ben Johnson, Larry Mauldin, and Walter Stroup. Dan Holland will serve as honorary pallbearer. Following interment, visitors will be received in the Hawk Room on the west side of the Coliseum at Howard College.

Rich Jr. passed away on Sunday, February 4, 1996, at the age of 74. Funeral services are scheduled for 3:30 p.m. Wednesday, February 7, 1996, at St. Stephen's Episcopal Church in Wimberley, with The Reverend George M.

Keeble officiating. Interment will follow in St. Stephen's Church Cemetery. The family will receive friends from 4:00 to 6:00 on Tuesday afternoon at the Thomason Funeral Chapel in San Marcos. Dr.

Rich is survived by his loving wife, Kathryn Hendricks Rich of San Marcos; his daughters, Kathryn Rich Lamb and Linda Lee Rich, both of Honolulu; and his son, Francis Marion Rich III and wife, Deborah Petzold Rich of San Marcos. on July 4, 1921, in Ft. Sam Houston, Texas, Dr. Rich was the only son of Col. Francis Marion Rich and Ella Mae Welchel Rich.

Dr. Rich was a graduate of Johns Hopkins University in Baltimore, Maryland, and the University of Georin Athens, where he earned a Ph.D. in political science and a JD, cum laude. As a member of the United States Army, he commanded the Alaska Scouts and organized the Land Rescue Unit of the 10th Rescue Squadron during World War II. From 1952 to 1964, Dr.

Rich worked as an attorney in general practice in Georgia, South Carolina, and North Carolina. His first teaching position, which he held from 1960 to 1964, was as an instructor of political science at Armstrong College in Savannah, Georgia. He taught at American University, Hunter Air Force Base, Georgia, from 1963 to 1964, and at the Institute of Government, University of Georgia, from 1964 to 1967. Dr. Rich joined the faculty at Southwest Texas State University in 1970 as an associate professor and chairman of the Department of Political Science.

He continued to serve as chairman until 1979. During this time, he was responsible for creating SWT's Master of Public Administration (MPA) program and the Lawyers' Assistants Program, and for establishing a strong undergraduate public service internship. In addition to serving as a professor of political science, public administration, and legal studies from 1979 to the present, Dr. Rich was vice president of Colbert Associates, Municipal Consultants of Round Rock from 1985 to the present. Among the areas of research and teaching in which he specialized were municipal law, the legal environment of public administration, probate law, and legal research and method, including WESTLAW.

Dr. Rich was published in numerous professional journals and textbooks, and was a member of a number of professional organizations including the International City Management Association, the MPA Peer Review Task Force the National Association of Schools of Public Affairs and Administration, the American Society for Public Adminsitration, the International Right of Way Association, the Education Committee of the Texas City Management Association, and the Southwest Social Science Association. His community involvement included serving as chairman of the Personnel Appeals Board for the City of San Marcos, director and chairman of the Building Committee of the Greater San Marcos Youth Council, and member of the San Marcos Economic Development Coordinating Council. He also was past president and director of the Greater San Area Council of Neighborhood Associations. A devoted member of the Episcopal Church, Dr.

Rich served as a vestry member of St. Michael's in Savannah, Georgia, St. Thomas in Boone, North Carolina, and St. Mark's in San Marcos. Most recently a member of St.

Stephen's Episcopal Church in Wimberley, he served for many years as a lay reader and licensed lay eucharistic minister. As a member of Lions International, Dr. Rich was a past president of the San Marcos Breakfast Lions Club and worked to develop the River Taxi Service in San Marcos. He also was a member of the Lions' Camp and the Century Club, and was a second generation Key holder. Among his honors were the Community Service Award for his work on the Board of Directors of the Greater San Marcos Youth Council and the Outstanding Public Service Award from the City of San Marcos for his work as chairman of the Steering Committee, Citizen's Advisory Committee, San Marcos Horizon's Master Plan.

In recognition of his outstanding service and teaching excellence, the Dr. Francis Marion Rich Jr. Scholarship Fund has been established at SWT. James A "Jim" Robertson James "Jim" Robertson, age 63, died Monday, February 5, 1996, after a lengthy illness. He is survived by his mother, Kathleen D. Robertson of Austin; wife, Rozell H. Robertson of Marble Falls; son, Henry Robertson and wife, Cheryl of Cedar Park; and grandchildren, Taryn, Chase, Tanner and Mallory. No service is planned.

Jesse Ray Rogers Jesse Ray Rogers, 90, of Georgetown and formerly of Llano, died Monday in Round Rock. Mr. Rogers, was born January 23, 1906, in County, Texas, to John Thomas and Lillian Caroline (Phares) Rogers. He had lived in Georgetown since 1984 after moving from Llano. He was married to Ruth Raley on November 25, 1927, in Rockdale.

She preceded him in death on January 29, 1989. He was a heavy equipment operator for a construction company by profession and he was a member of Jehovah's Witness. Funeral services are scheduled for 10:30 a.m. Thursday, in Davis Funeral Home Chapel, Georgetown, with Mr. Dean Weaver officiating.

Mr. Salinas was a U.S. Postal employ. ee for 38 years. He was a volenteer for Cristo Rey Church for three years, a member of the Joy Group, Guadalupanas, Eucharistic Ministery, East Austin Care Givers and Board of Directors from 1965 -1990.

He also served as personal mail-clerk for the late President Lyndon Baines Johnson and Lady Bird. Recitation of rosary will be held on February 7, 1996, at 7:00 p.m. at Mission Funeral Home. Mass of Christian Burial will be celebrated February 8, 1996, at 10:00 a.m. at Cristo Rey Catholic Church.

Margaret Gilmore Shelton Margaret Gilmore Shelton (Mrs. Horace H. Shelton) died Sunday, February 4, 1996, in Baton Rouge, Louisiana, at the age of 90. Before moving to Baton Rouge in 1986, she was a long-time Austin resident and a member of the First Baptist Church. She was preceded in death by her husband, Major Horace H.

Shelton, and her son, Horace H. Shelton Jr. She is survived by a granddaughter, Margaret Shelton, 4007 Levonshire, Houston, Texas 77025. Shreveport, Louisiana, entered into rest on Monday, February 5, 1996, at her residence. Mrs.

Tinnin was a native of Elgin, Texas, and lived in Shreveport the past eight years. Graveside services will be conducted at Elgin Cemetery, Elgin, Texas, on Thursday, February 8, 1996, at 2:00 p.m. Reverend McKee Williams will 0 be officiating. Mrs. Tinnin retired from the Texas School System after 35 years.

The last 15 years she served as Principal of Hornsby Dunlap School near Austin. She was preceded in death by her parents, Mr. and Mrs. Alfred Hinds Carter; two sisters; and seven brothers; and her husband, Hugh Tinnin. She is survived by three daughters, Ms.

Helen Lou Tinnin of Chapel Hill, North Carolina, Mrs. Dorothy T. Haller of Elgin; sister, Dora Mae Odom of Mineral Wells, Texas; sisters-in-law, Pearl Vasterling of Marble Falls, Texas, Addie Burg of Austin; several greatgrandchildren and great-greatgrandchildren.
